Citywide Master Plan & Form-Based Code

Monroe, Georgia

A historic city less than an hour from downtown Atlanta, Monroe is characterized by a partially fragmented historic core with great revitalization potential, surrounded by vast tracts of recent suburban development. TPUDC was hired by the City to analyze the numerous inconsistent planning ordinances and overlay districts existing in Monroe into an single, integrated, and simplified master plan and user-friendly ordinance. The city-wide master plan studied four separate areas in detail, each one embodying characteristics that could be applied effectively to the entire City, including suburban retrofit, redesign of gateways, urban infill and redevelopment, as well as rural hamlet design.
