After adopting an updated Comprehensive Plan in late 2018, the City of Rome and Floyd County followed one of its main recommendations to update their Unified Land Development Code (ULDC) and hired TPUDC to do so. On June 15, 2021, TPUDC held a Community Kick-Off event to initiate the ULDC update process. Two months later, a six-day Planapalooza™ was hosted by TPUDC and City/County Staff in order to get an understanding of what the public wanted future development to look like, and to figure out where Rome and Floyd County were already excelling in planning efforts. Given the global situation with Covid-19, Planapalooza™ was hybrid, offering online and in-person participation options. There was an online mapping workshop, and zoom links were provided for every focus meeting, presentation, and even for open studio. Focus meeting topics included: neighborhoods & housing; architecture & design; Downtown Rome; streets & connectivity; and land use & development.
After synthesizing all public input received from the beginning of the process through Planapalooza™, TPUDC got to work on drafting the first updated ULDC for Staff review. The updated document was comprised of nine character-based districts (five of them being mixed-use), three special districts, and a civic district, with regulations regarding façade standards, private frontage types, building types, thoroughfare standards, civic space types, sign types, and development parcels. The latest draft was completed in the summer of 2022.
